Treasury spending, KPI alignment, and DRep validation take center stage

Cardano is moving its governance conversation from institutional design into the harder terrain of actual spending. The network’s 2026 budget process framework establishes standardized templates, minimum proposal sizes, and DRep validation tied to measurable KPIs aligned with Cardano Vision 2030.

The shift reflects a maturation in how the blockchain approaches treasury allocation. For years, Cardano built its reputation on research, process, and decentralized governance infrastructure. The new framework operationalizes that commitment by anchoring spending decisions to ecosystem goals rather than ad hoc requests.

DReps, or delegation representatives, are positioned as the primary filter for which initiatives deserve funding. Their role is to validate proposals against standardized criteria and measurable outcomes tied to Cardano Vision 2030. This structure aims to prevent treasury capital from flowing to proposals that lack clear deliverables or strategic alignment.

The framework addresses a real governance challenge: dozens of proposals have requested hundreds of millions of ADA, and the Cardano Foundation has had to evaluate them without consistent evaluation standards. Standardized templates and minimum proposal sizes impose discipline on both requesters and reviewers.

Treasury governance can support multiple categories of ecosystem work: developer tooling, infrastructure, adoption campaigns, and ecosystem growth initiatives. The framework does not specify funding amounts or allocate capital to particular tracks, but establishes the process by which those decisions will be made.

Risk factors remain. Proposals could become too broad, too political, or too disconnected from measurable results. DReps will need sufficient expertise and information to distinguish between strategic investments and speculative requests. The framework’s success depends on whether standardized templates actually produce better proposals or simply create bureaucratic overhead.
