Lido’s Curated Module Committee secured authority on September 25 to adjust the protocol’s 1,500 ETH deposit reserve target via Easy Track governance motions, potentially reducing it to zero to prioritize stETH withdrawals over validator deposits.

The committee operates under a 5-of-9 multisig structure and can modify the reserve up to a 9,600 ETH ceiling. A reduction takes effect immediately; any increase waits for the next oracle report. The Lido DAO retains override authority: members can object to motions, set the target directly, revoke the committee’s permission, or remove the factory entirely.

Reserve Rationale and Current Status

The 1,500 ETH target was originally established to seed the Curated Module v2 during migration from an earlier iteration. On September 2, the committee published a statement explaining the original rationale. As of September 27, the reserve remained at 1,500 ETH and no motion to change it had opened.

The committee proposes reducing the reserve to zero until the 0x02 Community Staking Module (CSM) launches, then potentially restoring a 1,500 to 2,000 ETH target if operator demand materializes. The Community Staking Module currently has few depositable keys available before the 0x02 version launches, according to Lido documentation.

Stress Testing and Withdrawal Timelines

The committee’s analysis relies on a stress model using 360 days of historical staking inflows and withdrawal requests. The model ran 500 resampled 100-day scenarios and assumes a 30-day Ethereum validator exit queue plus 5 days for skimming and oracle processing.

Under normal conditions with zero ETH reserve, the model projects an average stETH finalization time of 2.3 days. In a high-stress case, that extends to 6.3 days. With the current 1,500 ETH reserve, normal-case finalization averages 2.6 days and high-stress cases average 7.9 days. A 2,000 ETH reserve models to 2.7 days normal and 8.5 days high-stress. A 10,000 ETH reserve extends those to 3.6 days and 15.7 days respectively.

The model assumes validator exit times may differ from these outputs. stETH holders retain the option to exit via secondary market sales, independent of Lido’s withdrawal queue finalization.

Launch Timeline for 0x02 CSM

The committee expects the 0x02 Community Staking Module to launch in October, according to its statement. Lido documentation describes a broader Q4 launch target. An exact launch date has not been specified.

Lido’s buffer allocation follows a fixed order: deposits reserve first, then unfinalized stETH request reserve, then unreserved ETH available for both uses. The committee’s authority to adjust the reserve reflects the protocol’s evolving deposit capacity constraints and the pending launch of a new permissionless staking module.
