Aave DAO voters are deciding whether to grant Risk Stewards emergency authority to freeze crypto lending markets on Ethereum and Avalanche without public disclosure requirements, according to a governance proposal that opened for Snapshot voting on Sept. 3.

The proposal would delegate limited V4 risk controls to approved operators, allowing them to make constrained parameter changes without full governance votes. Risk Stewards would receive Hub and Spoke emergency roles with no execution delay, but the powers are asymmetric: they can freeze, pause, deactivate, or halt assets and reserves, but cannot reactivate, unpause, or unfreeze them.

Emergency permissions function as one-way safety actions only. Hub calls can deactivate or halt assets and Spokes. Spoke calls can pause or freeze individual reserves or all reserves. These functions cannot reverse their effects. Flag-control roles that can change states in both directions would not be granted to Risk Stewards.

Routine parameter updates would operate under different controls. Minimum cooldowns range from 36, 48, or 72 hours depending on parameter type, with caps on how far each update may move parameters such as interest-rate settings, collateral factors, liquidation settings, and oracle caps. Five granular categories split the permission redesign across Hub and Spoke configurator controls.

The Snapshot vote is scheduled to close on Sept. 6 at 3:46 p.m. UTC. Snapshot approval would not activate the system; Security Council execution is still required.

Risk Steward contracts are undergoing Certora audit nearing finalization but are not presented as fully audited. Aave Labs, the protocol developer, has structured the proposal to combine slower bounded maintenance with immediate emergency authority.

Forum participants requested public rationales, post-action reports, periodic reviews, and reporting on steward action frequency and size, but none of these measures is a requirement in the current proposal. The governance framework creates an accountability gap between emergency freezing powers and transparency obligations.
